Commitment to the Stockholm Agenda for Action: 28th August 1996

In February 2001, Japan’s Action Plan against Commercial Sexual Exploitation of Children was developed. The plan is divided in chapters covering: Investigation of the Situation of the Commercial Sexual Exploitation of Children and Clarification of the Cause; Prevention of the Commercial Sexual Exploitation of Children; Law Enforcement; Rehabilitation and Reintegration; Child Trafficking; and Child Participation.

There are several weak points to Japan’s National Plan. The primary weakness is that the Plan does not offer clear goals and specific objectives. There is also no timeframe for implementation and specific programme strategies to be implemented are not defined. Additionally, there are no indicators of progress and there is no mention of the necessary central co-ordinating body that would be both accountable and responsible for activities.
