Commitment to the Stockholm Agenda for Action: 28th August 1996
Germany has national plan of action to combat commercial sexual exploitation of children. It is entitled ''Plan of action of the Federal Government for the Protection of Children and Young People from Sexual Violence and Exploitation.'' Finalised at the beginning of 2003, the plan is comprehensive and multidisciplinary.
However, no budgetary allocation for the national plan has been set, rendering full implementation more difficult. ECPAT Germany estimates that public expenses for youth and child welfare in 1999 totalled €18.1 billion or 7%of the overall welfare budget. AT the same time, municipalities maintain 60% of public expenses for child and youth welfare. The financing of German welfare is complicated. In addition to the role of federal government and that of municipal governments, there is the participation of private supporters.
