Commitment to the Stockholm Agenda for Action: 28th August 1996
France does not have a National Plan of Action against CSEC.
Instead, French policies on CSEC fall under different national plans and/or projects such as social inclusion, family affairs or law reform. For instance, a plan of action was devised in September 2000 for childhood protection and development. Included in this plan were provisions to address sexual abuse in childcare institutions and centres. Also included was the establishment of a telephone hotline for abused children.
Much of the French response to commercial sexual exploitation of children is embodies in the legal bill of June 17th, 1998. The bill addresses paedophilia on the Internet as well as in schools and other institutions. Furthermore, the bill establishes landmark legislation on extraterritorial prosecution to combat sexual tourism. However, this bill and the current political will to combat CSEC in France do not in themselves constitute a National Plan of Action and the development of one is still lacking.
