Commitment to the Stockholm Agenda for Action: 28th August 1996
In 2001, the government published a National Strategy for Children and a Plan of Action. Article 14 of the Plan of Action confirms the Plan’s compliance with the objectives of the Stockholm Agenda for Action. However, no concrete measures have been taken to date and the government does not have the resources to implement the National Strategy for Children.
Also, the government established and published the ‘National Strategy to Combat Trafficking in Human Beings’ in 2001. While the document is comprehensive and addresses all aspects of trafficking, little attention is given to the special needs of children. Also, women and children are grouped together and little differentiation is made between the two. Provisions for children in the Strategy include education initiatives, awareness campaigns (underway in September 2002) and a reintegration centre for child victims of trafficking by December 2002.
