El Tercer Congreso Mundial no es un evento aislado, sino que está incluido en una historia de reuniones regionales y mundiales que, comenzando con el Congreso de Estocolmo, hicieron conocida la problemática de la ESCNNA y crearon oportunidades para que las ONGs y los gobiernos colaboraran para combatir este fenómeno.
